Program Overview:

RIVA Solutions is supporting the Department of Commerce (DOC) and U.S. Census Bureau through the CATTS contract, providing critical IT services that enable mission success across decennial census operations and digital modernization initiatives. This includes support for the Office of the Secretary and several bureaus, delivering scalable, secure, and innovative technologies that power data-driven decisions, economic development, cybersecurity protections, and equity-based digital services.

Position Overview:

RIVA Solutions is seeking an Enterprise Architect (Senior) to guide the technical architecture and development of scalable, full-stack solutions in support of mission-critical programs at the U.S. Census Bureau. The ideal candidate combines deep hands-on technical expertise, strong leadership, and experience building modern enterprise systems, including microservices, DevSecOps, and cloud-native architectures. This role plays a pivotal part in shaping digital products that impact millions of users and critical government operations.

Core Responsibilities:

  • Demonstrate strong proficiency in multiple programming languages such as Java, C#, Python, and JavaScript, with the ability to write clean, efficient, and maintainable code across a variety of tech stacks.
  • Design scalable, secure, and maintainable software architectures that align with enterprise goals.
  • Lead and mentor development teams, set coding standards, assign tasks, conduct code reviews, and enforce best practices.
  • Apply Agile methodologies (Scrum, Kanban) effectively, including sprint planning, backlog grooming, and incremental product delivery.
  • Deliver full-stack development support, with deep knowledge of both front-end and back-end systems and seamless integration between layers.
  • Translate business requirements into actionable technical solutions and collaborate with stakeholders, designers, and product owners to ensure alignment and clarity.
  • Design database schemas, write optimized queries, and ensure performance/scalability of enterprise data stores.
  • Utilize and configure cloud platforms such as AWS (e.g., Lambda, EKS), and implement DevSecOps practices for continuous integration, deployment, and scaling.
  • Troubleshoot and resolve complex technical challenges and performance bottlenecks across staging and production environments.
  • Lead the design and maintenance of large-scale data processing systems that support high-throughput and mission-sensitive operations.

Minimum Qualifications:

  • Bachelor’s degree in computer science, engineering, or a related field
  • Minimum of 7 years of relevant experience in enterprise application architecture and software engineering
  • Demonstrated leadership of Agile development teams and large technical projects
  • Strong hands-on experience with enterprise-scale systems and database architecture
  • Excellent communication and team leadership skills

Preferred Qualifications:

  • Advanced certifications (e.g., AWS Certified DevOps Engineer, Certified ScrumMaster, TOGAF)
  • Experience supporting large-scale federal systems, especially at DOC or U.S. Census Bureau
  • Experience with data security, privacy, and compliance in government environments

Salary:

Up to $160,000 / year, based on experience and qualifications
